Improving downtown would consist of 5 phases-
1: Construct a storm sewer on Colorado Avenue.
2: Street Improvements: reconstruct and widen the streets of central downtown.
3: Off-street parking
4: Store modernization: general upgrading of buildings.
5: Arcade walkways: Well-lit walking lanes with bathrooms, information centers, parcel services, and display windows to line the streets.
